Filippo Solari was born in Lugano on 20 August 1955. He earned the literary high school diploma in Lugano in 1974 and the master degree in law at the University of Geneva in 1977.

After a post-graduate course in private international law he became a attorney (1981) and notary public (1982) in Canton Ticino. From 1985 to 1990 he was court clerk and draftsman of the Federal Supreme Court at the I and II Court of Public Law, the I and II Civil Court and the Chamber of Execution and Bankruptcy. He then spent a year of training in a trust company in London. On his return to Lugano he was active as a lawyer and notary public, becoming co-owner of a law firm since 1996. Until 2007, when the Federal Administrative Court was abolished, he also served as a judge on a Federal Appeals Commission. In 2004 he opened his own law firm, and in 2009 he joined Studio Bolla, Bonzanigo & Associati. He is a now a attorney of counsel at the law firm Collegal (since 2020).

Lawyer Solari is familiar with constitutional and administrative law and litigation. He particularly appreciates areas that are not very popular, such as spatial planning and environmental protection. He also moves easily in the areas of arbitration, contracts, companies and real rights.

He does not disdain the personal satisfaction he derives from excursions into the philosophy and history of law.

Until 2009 he was a member of the Council of the Bar Association of the Canton of Ticino and is a member of the Bar Examination Committee.
